Born in Osaka, Hiratsuka received his undergraduate degree in art education from Tokyo Gakugei University. He studied under Hagiwara Hideo and received his MA in printmaking from New Mexico State University and his MFA in printmaking from Indiana Unversity. Currently, he is a professor in the Art Department of Oregon State University.
Hiratsuka combines drypoint, aquatint, and softground intaglio processes, printing his plates on thin Kurodani paper (named for the village where it is made) backed with a heavy rag paper.
In his own words, "My art is a mixture between East and West, old and new."
